The dispatcher should have asked the power plant if the guy was on their property and when they said no they should have said hes not breaking any laws have a good day. The department needs to be retrained all the way through.

Although it is legal to film on public property, the police DO have a right to investigate indivuduals filming at places such as power stations. Police need to be alert potential distructive acts. If you show that you are not a threat and are cooperative, in most cases they will leave you along. The exception may be filming around military or nuclear sites.
