The problem isn't a private company paying cops $75/hour to moonlight. The problem is the cops use public resources in the form of the People's police equipment of which they may be the custodians, but they don't own that stuff. Also, they bring the authority of the state with them and act in their official capacity when they're technically off duty. They detain, search, and arrest people then hand them over to other cops who are actually on duty and all the paperwork shows the on duty cops did all the official work and the fully uniformed, publicly outfitted cops act as private witnesses and private citizens on the public record.
