So another city that doesn't understand the hierarchy of law?
Let me help. Think of it like a totem pole, the higher up you are, you override the others
First is Federal Law, like civil rights guaranteed by the US Constitution or passed by Congress
Then comes State Law, like those passed by a state congress
Then comes County Law, like those laws of a county enforced by the sheriff
THEN comes City Laws and Ordinances passed by a city council
Your City Law is low man on totem pole, i.e. Federal Law overrides your stupid ordinance or policy
Freedom of the Press from traditional public space has already been ruled against you
I guess they will learn after large pay out of law suit

It is a public building that is and has restrictions to filming due to the type of business that is conducted in said building. what is your business to go upstairs? No to "inspect" but your actual business, do you have an appointment with any of the departments up on the second floor. Im guessing no. So you just stroked your ego..lol The scope is your wrong…. First, they must announce [usually w/signs and in a local newspaper] the intent to make the new rule, conduct a public hearing, and allow people who might or will be substantially affected by the proposed rule to voice their objections to the proposed rule [see §120.52 generally]. Failure to follow rule-making procedures makes the rule null and void. "Any person substantially affected by a rule or a proposed rule may seek an administrative determination of the invalidity of the rule on the ground that the rule is an invalid exercise of delegated legislative authority." [See §120.56(1)(a)].
