0:30. Here, the officer is filling out a form to designate someone as a vulnerable adult: a woman who is "blind and is struggling to do day to day things," according to the officer's report. The vulnerable-adult designation arises for several reasons. One common example is when the caretaker of a vulnerable adult provides information to police about the vulnerable adult — general description, list of meds, etc. This information can help in cases where the vulnerable adult becomes lost or hurt, or is somehow abandoned (e.g., death or disability of a caretaker). The officer can then use the information collected about the vulnerable adult to help the vulnerable adult variously get meds; contact family, friends, or caretakers; and otherwise help the vulnerable to get the help that they need. Many police departments' websites have a form (usually downloadable and sometimes fillable online) where a community member can designate someone under their charge as a vulnerable adult.

Also, if your hope is for that female cop to be miserable, then I have good news. Statistically, police experience significantly high rates of variously depression, chemical dependency, PTSD, horizontal violence, suicidality, and more; and those rates are especially high for female officers. ("Horizontal violence" is a term used to describe when coworkers and superiors subject a person to systematic intimidation, harassment, hazing, and other abuse.) Another circumstance that affects cops significantly more than the general population: trauma-induced alexithymia. This is a condition where someone has been so emotionally crushed and frayed that they become incapable of describing — or even recognizing — their own feelings. (Obviously, everyone will sometimes have a challenge with their emotions, but with alexithymia, it is very extreme and overwhelming, and is a significant indicator of suicidality.) This all, taken together, will be the biggest reason it can be very hard to humiliate some cops, especially some female cops: some are so emotionally destroyed already that they have lost the ability to feel (alexithymia); others are already being so abused by coworkers and superiors that any more abuse from the public is just a drop in the bucket; and some officers have a mix of both circumstances.
