Amanda, you sure can require an outside agency to conduct an investigation. That agency is the FBI. Make a report of police misconduct. They will investigate it.

The FBI gets a lot of hate but they investigated my ex girlfriends rape by a police officer. They didn't pull any punches. They put him in court two states away from his home, and he got indicted by a grand jury. It's an ongoing prosecution, but they aren't messing around.

You can also make a report to the state police and the state bureau of investigation if your state has one.

The chief is a corrupt degenerate with no honour or integrity, he won't face the media where he has to respond to questions instead makes statements that he turns the comments Off and hides like a coward. The so called law enforcement are a Gang of thugs, bullies, woman bashers, child abusers, liers, thieves and cowardly murderers, the few who do go into the job for the right reasons cross a line they can never cross back the moment they turn a blind eye to the misconduct of fellow officers. The fact they investigate themselves is ludicrous and is an insult to the community.
