7:10 one of the narrators states that to put all of those records online would be a long job. that is not true. Litigation Photo Copy Services routinely digitize whole pallets of documents over night for courts & other organizations. much of the records will be uncontroversial in nature however some may have privacy issues related. the entire library in that room might take a week or two. the most important issue would be the cost. the city however would likely want to prevent it from happening at all.
